ACT 46 and Local Democracy
Act 46, Vermont’s 2015 education governance law, requires Vermont school districts to explore new governance structures, incentivizing a “preferred model” of a consolidated Pre-K-12 district with at least 900 students and a merged, regional school board. The law’s five stated goals relate to equity, education quality, efficiency, accountability, and cost. V4SC joins many Vermonters in their concern that the law will not achieve its intended goals, but will have destructive effects in many communities.
While Act 46 language is focused on education quality, equity and cost, its most long-lasting impacts may undermine Vermont’s communities and democracy. By replacing local school boards with fewer, regional boards, it is likely to result in the elimination of 2/3 of Vermont’s volunteer school board members. Community members will have less access to their elected representatives; town meeting day discussions and floor votes will be eliminated; and small schools will have minority representation on regional boards.
